OBJECTIVES
Following the assessment of the needs
of and based on discussions with the countries, this project is aimed at raising
awareness of the risks posed by CBRN materials.
1.
To improve understanding of the issue in order to raise the awareness of
countries of the risk posed by CBRN materials if they are not properly managed
in the country at borders, airports, seaports.
2. To strengthen the
importance of the issue across the region and to promote synergies among the
international initiatives already in place.
3. To boost regional and
international cooperation.
4. To promote the
development/establishment of an appropriate Sustainable risk-based National
Strategy/ National CBRN Action Plan.
5. To enhance the
beneficiary countries’ capacity to combat illicit trafficking.
6. To identify
stakeholders at national level.
7. To increase
inter-agency cooperation at national and regional level.
8. To raise awareness on the CBRN legal framework
ACTIVITIES
1. Map, identify stakeholders involved in this issue
(policy makers and implementers) building upon ESF missions carried out in
2010-2011.
2. Organize a regional seminar aimed at gathering the
policy makers and implementers of the administrations/agencies involved in the
response to illicit trafficking of CBRN materials. They wouldreceive basic
information and knowledge on:
- Chemical materials, prevention and protection measures,
international procedures and standards;
- Biological agents and materials, prevention and
protection measures, international procedures and standards;
- Radiological and Nuclear materials, prevention and
protection measures, international procedures andstandards;
- International customs/border procedures and
standards.
3. Organize workshops country by country (upon the
request of countries). This action will have a larger audience and is aimed at
supporting them in the assessment of the national situation in order to be able to
develop a National Action Plan and National Response Plan to deal with CBRN
threats.
4. Evaluate the results of the project by means of
interviews to the National coordinator of each country, to improve further actions
in the region.
